Therewas shocking discovery in Kikube District on Tuesday as the Minister for Economic Monitoring in the office of the President Peter Ogwang visited a number of Government projects only to find that most of them were either incomplete or in showdy state.
Accompanied by the State Minister for Bunyoro Affairs Jenifer Namuyangu, RDC Amllan Tumusiime, LCV Chairman Peter Banura, they toured education infrastructure projects, water and sanitation, administrative block construction among others and non was found in a complete desired state although Government had fully funded the projects.
In an area called Nyairongo in Kabwoya Subcounty, Nyairongo Primary school classroom block construction had been fully funded and 1.8b (98% ) paid but the structure was found to be having defects such as cracks even before commissioning, a typical case of showdy work.
More shocking revelation was the failure by District leadership to construct an administration block at the District Headquarters although Government hand released 1.2B for this purpose.
It was discovered that instead the funds were misappropriated and spent on other items and the balance suspected to have been embezzled. Out of the 1.2B, 360m was diverted to Procurement of two vehicles, 270m to Procurement of land and the rest could not be accounted for as the District leaders opted to renovate dilapidated old county buildings at Kikube. It was also discovered that some of the district local government offices are operating in rented premisses.
These findings prompted Minister Ogwang to order for the arrest of the responsible technical officials who will be investigated and charged by police for possible procecution.
Ogwang is on a field tour of Bunyoro Sub-region to monitor and assess the performance of government programmes and service delivery.
