Unity and Accountability: ISO Boss Calls for End to Infighting Among Government Officials in Gulu

In a stern warning, Col. Emmy Katabazi, Deputy Director General of the Internal Security Organisation (ISO), has urged resident district and city commissioners to put aside their differences and work together for the betterment of the community.
Speaking at a capacity-building meeting on August 6, 2024, at Bomah Hotel, Katabazi emphasized the need for unity and accountability among government officials in Gulu.
The meeting, attended by RDCs, RCCs, GISOs, and DISOs, aimed to enhance collaboration and coordination among officials.
Katabazi criticized the ongoing internal disputes and urged officials to prioritize meaningful activities over “useless fights” that do not contribute to national development.
Assistant Commissioner for Finance and Planning, Sadat Kisuyi, echoed Katabazi’s sentiments, advising officials to enhance collaboration with district leaders to manage programs effectively.
Lt. Col. Kibrai Ambako, Senior Presidential Advisor on Mobilization, recommended that officials participate in budget planning meetings to better understand district progress and challenges.
The meeting also discussed combating corruption, with Wilbert Opiyo, Deputy RCC of Gulu, suggesting that changing mindsets is crucial for effective anti-corruption efforts.
Morris Ocaka, Assistant RDC of Agago, supported coordination as an effective strategy, recalling its success during the Lord’s Resistance Army insurgency.
Christine Atimango, an assistant RDC, expressed appreciation for the training, believing it would help resolve many issues faced by commissioners.
The training, set to conclude on August 8, 2024, aims to equip officials with the necessary skills to effectively manage government programs and prevent corruption.
As Katabazi emphasized, “We expect reports indicating that schools are performing well and children are studying effectively.”
The ISO boss’s warning serves as a reminder that government officials must work together to achieve national development goals.
