The Inspector General of Police, Abas Byakagaba, has expressed dissatisfaction with the police’s failure to protect government initiatives such as Emyooga and the Parish Development Model.
Speaking during the promotion of 12 senior officers to the rank of Assistant Inspector General of Police, Byakagaba emphasized the need for grassroots policing and a shift away from office-centric operations.
“It is time for police officers to decentralize services and fight corruption at the grassroots level. Government programs like Emyooga and the Parish Development Model must be prioritized,” Byakagaba stated.
He criticized lapses in safeguarding these initiatives, noting that President Yoweri Museveni’s recent tours exposed instances of embezzlement involving both civilians and security personnel.
“The AIGP rank is not just about a title; it’s a structure of leadership. You’ve seen the president bring individuals to book, including those in uniform. This must end,” he warned.
Byakagaba called on newly promoted officers to heed the president’s directive to bolster security at the sub-county level.
“Promotion comes with responsibility. Strengthen sub-county policing and ensure safety and accountability nationwide,” he added.
The remarks come as President Museveni intensifies monitoring of government programs, uncovering widespread misuse of funds. Byakagaba urged the police to restore public trust by playing an active role in curbing corruption and protecting government resources.
