Museveni’s Education Vision Transforms Kitgum into a Northern Uganda Success Story

Kitgum District is reaping the benefits of President Yoweri Kaguta Museveni’s long-term commitment to transforming Uganda’s education sector, with visible progress in infrastructure, teacher recruitment, and literacy levels.

Over the past five years, government-led interventions under President Museveni’s leadership have driven an unprecedented rise in school enrollment, improved academic performance, and expanded access to quality education across the district.

Through sustained investment and a clear national education policy, Kitgum has emerged as one of the top-performing districts in northern Uganda, demonstrating how President Museveni’s education agenda continues to uplift rural communities.

According to Owot Fred, the District Education Officer, Kitgum now has 126 government-aided primary schools, 24 secondary schools, and three tertiary institutions, including Kitgum Technical Institute and Kitgum Core Primary Teachers’ College.

He said these institutions have flourished due to President Museveni’s consistent prioritization of education as a cornerstone of national development.

“The government has consistently supported us through the construction of new classrooms, provision of learning materials, and recruitment of teachers,” Owot said.

“Enrollment has grown by nearly 18% in the last three years, and we are seeing improved retention rates, especially among girls,” he added.

Under Museveni’s leadership, education has been at the center of Uganda’s development vision. The Universal Primary Education (UPE) and Universal Secondary Education (USE) programs, both flagship policies of the NRM government, have significantly widened access to learning across the country.

Recent findings from the 2024 District Education Performance Report reveal that primary school completion rates in Kitgum have risen from 54% in 2021 to 68% in 2024, while the literacy rate among children aged 10 to 15 years now stands at 74% — a direct reflection of President Museveni’s policy consistency and focus on rural education.

The President’s government has also ensured that schools are equipped with modern facilities to enhance learning quality. In Kitgum, the Ministry of Education’s infrastructure program has introduced science laboratories and ICT centers, transforming traditional teaching methods and preparing students for a digital future.

Janet Akullu, headteacher of Kitgum Comprehensive College, praised these developments, saying they reflect Museveni’s forward-thinking leadership.

“Our learners are now exposed to practical science lessons and basic computer training,” Akullu said.

“This is helping prepare them for future opportunities in science, technology, and innovation,” she added.

The NRM government’s collaboration with development partners has further amplified progress in remote areas of Kitgum. Communities in Mucwini, Orom, and Namokora have seen new classrooms, teachers’ houses, and solar power installations — all outcomes of the President’s rural development policies.

Christopher Obol, the Kitgum District Chairperson, commended President Museveni for steering a people-centered education strategy that is visibly changing lives.

“Government’s commitment to education is visible in every corner of Kitgum,” Obol said.

“The transformation we are witnessing today is the result of consistent planning and investment. Our goal now is to ensure every child, whether in town or in the village, gets a chance to learn in a conducive environment,” he added.

Education experts say Kitgum’s success illustrates the effectiveness of Museveni’s broader human capital development agenda, which emphasizes education as the foundation for economic growth and national stability.

By aligning education policy with national development goals, the President has ensured that every Ugandan child — regardless of background — can access quality education and contribute to the country’s transformation.

As Uganda moves toward achieving its Vision 2040 objectives, Kitgum District stands as a testament to President Museveni’s enduring legacy in expanding education for all.

With continued government investment, improved school infrastructure, and sustained community participation, Kitgum’s transformation is proof that President Museveni’s education vision is not only reshaping classrooms but also shaping Uganda’s future — one learner at a time.
