Museveni promises Tarmacking of Bubulo–Bududa Road, Expanding Infrastructure, and Economic Empowerment
President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) Presidential Candidate, has reaffirmed his government’s commitment to fast-tracking infrastructural transformation in Bududa District, beginning with the long-awaited tarmacking of the Bubulo–Bududa circular road.
Addressing a massive campaign rally at Bukigai Primary School playgrounds in Bududa District, President Museveni announced that the government has already secured funds for the road project, with the procurement process for a qualified contractor now underway.
He explained that the tarmacking of the Bubulo–Bududa road forms part of a broader plan to improve transport networks and stimulate economic development in the Bugisu Sub-region, noting that better roads would ease the movement of goods, improve trade, and attract investment.
President Museveni urged residents to elect NRM legislators who understand the party’s ideology and development principles, especially the concept of prioritization in national planning.
He cautioned against leaders who, in his words, “fail to recognize the importance of prioritization and focus on salary increments instead of long-term national development.”
Museveni emphasized that sustainable progress can only be achieved when leaders commit to infrastructure and production-oriented investments that drive wealth creation and economic growth.
He pointed to the NRM government’s record of success in expanding electricity distribution, road construction, telecommunication coverage, and water supply as key enablers of industrialization and modernization across the country.
Highlighting developments in the Bugisu Sub-region, Museveni cited the Mbale Industrial Park as a flagship achievement arising from these infrastructural expansions. He explained that the park has generated thousands of jobs and created a steady market for local produce, demonstrating the tangible impact of the NRM’s industrialization agenda.
The NRM flag bearer further reiterated government’s determination to improve education and health services in Bududa and across Uganda. He noted that the NRM government’s reforms have “revolutionized the education sector both locally and nationally,” resulting in better literacy levels, enhanced skills training, and greater access to learning opportunities for young people.
During the rally, residents of Bududa expressed gratitude for the Parish Development Model (PDM), describing it as a lifeline for rural households seeking to join the money economy.
According to government records, Bududa District has received UGX 48.8 billion under the PDM, benefiting 47,647 individuals, in addition to UGX 2.2 billion disbursed through the Emyooga initiative.
President Museveni acknowledged these achievements but also pledged to personally follow up on the challenges facing the implementation of the PDM. He assured residents that the government would increase funding to ensure broader inclusion and efficiency in service delivery.
He outlined the NRM’s broader job creation strategy anchored on four pillars—commercial agriculture, manufacturing, services, and information communication technology (ICT)—as the pathway to sustainable economic empowerment.
Museveni encouraged farmers in Bududa to adopt the “four-acre model” of commercial agriculture, emphasizing that each household can achieve prosperity through proper enterprise selection and value addition.
The President further underscored his government’s renewed commitment to reviving free education in all government schools and strengthening the Presidential Skilling Initiative, which provides practical training opportunities for youth to gain employable skills.
Accompanying President Museveni at the event, the NRM’s Second National Vice Chairperson (Female), Rt. Hon. Anita Among, commended the party’s progress in transforming Bududa District.
She highlighted that under the NRM government, Bududa has seen steady improvements in social services and infrastructure, adding that the ongoing and planned projects are evidence of the party’s continued dedication to uplifting communities through practical and sustainable development.
President Museveni’s rally in Bududa marked a significant milestone in his campaign trail across the Bugisu Sub-region, reinforcing the NRM’s promise to deliver tangible growth, infrastructural progress, and lasting economic empowerment for all Ugandans.
