A Renewed Push for Infrastructure-Led Transformation in Kigezi
President Yoweri Kaguta Museveni has renewed his commitment to accelerating infrastructure development in the Kigezi Sub-region, confirming that government has already secured funding to upgrade the strategic Muhanga–Rwamucucu–Kisizi–Rukungiri road to tarmac.
The National Resistance Movement (NRM) Presidential Candidate made the announcement during a campaign rally at Rwamucucu Playgrounds in Rukiga District, positioning the road project as a critical link in Kigezi’s long-term economic transformation.
The upgraded road will connect seamlessly to major trunk routes including the Mbarara–Rukungiri road, the Kampala–Kabale–Kisoro highway, and the Kabale–Katuna corridor, a development Museveni said will boost mobility, trade, tourism, and agricultural market access in one of Uganda’s most hilly and agriculturally rich regions.
Historical Context: Kigezi’s Road Network and Economic Potential
For decades, communities in Rukiga and neighboring districts have struggled with steep terrain, poor feeder roads, and limited access to markets.
Government’s investment in major highways has progressively eased movement, but many interior routes remain in need of improvement to fully unlock the region’s commercial potential.
Museveni reminded supporters that the NRM’s long-term development strategy—rooted in peace, stability, and steady infrastructure expansion—has already reshaped large parts of Kigezi through electrification programs, rural water systems, and road upgrades.

Museveni Calls for Strategic Prioritization in Development Planning
While outlining ongoing investments, the President urged local leaders and residents to adopt disciplined prioritization in community development.
He emphasized that efficient planning ensures that government resources yield maximum impact and prevent duplication of efforts.
New Irrigation Scheme Planned for Kabimbiri–Rushebeya Swamp
In a push to modernize farming in Rukiga, Museveni announced plans to establish an irrigation scheme at the Kabimbiri–Rushebeya swamp.
He said the project would help farmers transition from rain-dependent agriculture to productive commercial farming all year round.
The President referenced the Presidential Initiative on Banana Industrial Development (PIBID) in Bushenyi, led by Prof. Florence Muranga, where irrigation has increased banana yields tenfold.
He encouraged Rukiga farmers to adopt similar methods, saying such interventions would lift household incomes and stabilize food production.
Museveni also applauded residents for preserving wetlands, noting that responsible environmental stewardship is vital for long-term agricultural sustainability.

Job Creation Through Agriculture, Manufacturing, and Services
The NRM flag-bearer outlined his broader employment strategy for Rukiga District, pointing to the expanding opportunities in commercial agriculture, manufacturing, and the services sector.
He presented national statistics showing that manufacturing employs over 1.3 million Ugandans, with millions more engaged in commercial farming and service industries.
Museveni argued that sustained investment in production sectors will absorb the growing youth population and strengthen the district’s economic foundation.
Boosting Household Incomes Through NRM Empowerment Funds
Looking ahead to his next term, Museveni projected a significant rise in socioeconomic empowerment programs.
He announced that funding under the Parish Development Model (PDM) will increase to 800 million shillings per parish within five years.
He explained that this support would reach at least 800 households in every parish, enabling families to enter viable commercial ventures.
He further revealed that more groups—such as cultural institutions, religious leaders, and university graduates—will be added to government empowerment schemes.
Promoting Viable Wealth-Creation Enterprises for Rukiga
Museveni listed several profitable enterprises suitable for Rukiga, including dairy farming, poultry, coffee production, and fish farming.
He cited success stories from districts that have embraced commercial agriculture, urging residents to follow similar models.
Universal Education as a Wealth Creation Strategy
The President reiterated the importance of universal education, describing free schooling in government institutions as both an empowerment tool and a foundation for long-term wealth creation.
He warned individuals who impose illegal charges in government schools to desist immediately.
He explained that such fees force children to drop out, undermining the country’s human capital development.

Appeal for Support in the 2026 General Elections
Museveni asked the people of Rukiga District to re-elect him and all NRM flag-bearers, noting the extensive socioeconomic progress delivered under NRM leadership.
He assured residents that Uganda’s oil revenues will further expand development opportunities in the coming years.
He also distanced himself from independent candidates claiming to have his endorsement, emphasizing unity within the official party structure.
Other Leaders Call for Continued Support to NRM
Former Prime Minister Dr. Ruhakana Rugunda urged voters to return the NRM government to power, citing consistent progress in the sub-region.
NRM Second National Vice Chairperson (Female) Anita Among cautioned residents against what she described as ideologically bankrupt opposition figures.
NRM Vice Chairperson for Western Region Jornad Asiimwe encouraged party supporters to maintain unity to secure a resounding victory in the 2026 elections.
