Museveni Axes Top KCCA Officials Over Kiteezi Landfill Tragedy

President Yoweri Museveni has taken drastic action against top Kampala Capital City Authority (KCCA) officials in the wake of the devastating Kiteezi landfill collapse that claimed over 30 lives in August.
Dorothy Kisaka, the Executive Director, her deputy David Luyimbazi, and Dr. Daniel Okello, the Director of Public Health, have been dismissed from their positions.
The Kiteezi landfill disaster occurred when a massive garbage heap collapsed, destroying homes and burying people alive.
Museveni’s decision was prompted by the findings of the Inspector General of Government (IGG) report, which highlighted severe oversight and negligence by the dismissed officials.
“The IGG’s report clearly outlined the severe oversight and negligence exhibited by these officials,” Museveni stated, calling for further investigation by the Criminal Investigations Department (CID) and other agencies to focus on criminal negligence .
The President has directed the Public Service Commission to advertise the vacant positions, aiming to appoint new officials within three months.
Additionally, the Minister for Kampala will advise on interim appointments to ensure continuity of KCCA operations until permanent replacements are in place.
This move follows Museveni’s earlier expression of dismay and concern over the settlement of people near the hazardous landfill site .
The President had questioned how people were allowed to settle near the landfill, noting the significant health risks posed by the effluent from the rubbish heap.
The Kiteezi landfill tragedy has sparked widespread outrage, with many calling for accountability and improved waste management practices.
In response to the disaster, the government plans to decommission the Kiteezi landfill .
