Kiira Regional Police Commander SSP Charles Nsaba has urged Divisional/District Police Commanders and Officers in Charge of Stations to adopt proactive policing methods.
This approach aims to bolster security and effectiveness beyond traditional methods.
Nsaba emphasized the importance of intelligence gathering, visible patrols, and community policing, particularly during weekends.
He also stressed implementing the sub-county policing model, a government initiative enhancing grassroots security.
Nsaba cautioned Criminal Investigative Officers against “armchair investigations,” emphasizing hands-on engagement.
Regional CID Chief Monday Johnson Agaba reinforced this message, reminding CIDs to incorporate sniffer dogs and Scene of Crime Officers.
Agaba warned against human rights abuses, including suspect torture and mismanagement of defilement cases.
The meeting introduced the “Policing Beyond Borders” concept, aiming to enhance inter-jurisdictional cooperation.
This concept seeks to prevent suspects from evading justice by crossing into neighboring jurisdictions.
Key objectives include collaboration, information sharing, and seamless pursuit and apprehension of suspects.

President Yoweri Museveni’s sub-county policing model, launched in 2020, aims to enhance security at the grassroots level.
