KCCA Ex-Officials Face Manslaughter Charges Over Kiteezi Landfill Disaster

Former Kampala Capital City Authority Executive Director Dorothy Kisaka, along with colleagues David Luyimbazi and Dr. Daniel Okello, has been formally charged with manslaughter.
The charges stem from alleged negligence in managing the Kiteezi landfill, leading to a disaster that claimed at least 35 lives.
The prosecution presented 70 counts of manslaughter and 22 counts of causing grievous harm against the trio.
They were responsible for overseeing operations at the Kitezi landfill.
The three former KCCA officials were arrested on Wednesday morning after reporting to the Criminal Investigations Directorate headquarters in Kampala.
Their arrests followed an investigation into their role in the Kiteezi Landfill collapse, which claimed dozens of lives in August 2024.
President Museveni had earlier dismissed the officials, citing negligence in handling the Kiteezi Landfill.
The Inspector General of Government report highlighted severe oversight failures, including disregard for warnings about capacity and operational risks.
Dr. Okello warned Kisaka in a July 2, 2024, memo about imminent danger at Kiteezi due to waste cliffs and unstable slopes.
Despite warnings, little action was taken to prevent the disaster.
Kisaka denied wrongdoing, defending her administration’s efforts, claiming KCCA addressed the issue adequately.
