Nakabiri Jane Nancy Kabengwa was born on 6th October, 1940 at Kyabugeiza, Ibanda in then Mbarara District to the Late Muzei Yoweri Lugwana, a subcounty chief by then, and the Late Tibakanya Zerida.
She was married to the Late Arthur Kabengwa and she produced six children. She is currently residing at Takajjunge Salama Parish in Makindye Division-Kampala City.

Duties and responsibilties (a) Receiving and directing private patients in the private outpatient wing. (b) . Booking private patients for the professors for different days in the same clinic — Mulago Hospital, Ministry of Health.

- I ENROLLED ON DIRECT ENTRY AS CADET/ASSISTANT SUPERITENDANT OF POLICE (ASP) – UGANDA POLICE 1ST JULY, 1963 (a) In 1963 Police advertised for the training of a woman cadet police officer. I applied and sat for the interview together with 19 other highly qualified ladies. I emerged the overall winner and was admitted for the training at Naguru Police Training College and passed out as an Assistant Suprintendant of Police. While still on training, I was assigned to head the office of Women Police Department which had been under Ms. Robinson (The European) who left the country in August, 1963, thus becoming the first Ugandan woman to head such a big office. (b) I was In charge of Women Administration and Court Prosecutor – Juvenile Court in 1964. (c) I also worked briefly in Criminal Investigation Department, investigating

- ASSISTANT SUPERITENDANT OF POLICE, 1965— 1968: (a) Upon confirmation in the rank of Assistant Suprintendant of Police (ASP), I was fully in-charge of Women Police Administration in their day to day duties; posting, transfers, welfare etc. Reporting to me were all Women Police officers and about 30 civilian clerical staff. and other casual labourer. (b) It was at this time that i was appointed as a Court prosecutor in the Juvenile court and later went for police courses in the UK as aforesaid.
- DEPUTY SUPERINTENDENT OF POLICE, 1968 -1975: (a) I was transferred to Greater Kampala Regional Headquarters as a staff officer, responsible for Gazetted officers, Police Leave, posting, training and administration of all clerical staff. Reporting to me were 100 officers, 1500 men/women and over 150 civilian staff. (b) 1972 transferred to Police Headquarters and assumed the same responsibilities at that level.

It was in this period that we witnessed many of our comrades disappear and grave abuse of Human Rights. This was mostly instigated by wrong elements in the then code named Police Safety Unit (PSU) at Naguru. 5. POLICE WOMEN ALLOWED TO HANDLE GUNS 1973 In 1973 the Women Police office which i was heading petitioned the president seeking to amend the Police Standing Orders of then to allow Women Police Officers to hold Arms, and it was granted. It was in this year that i discovered my talent as a ‘‘Target/ sharpshooter’’. As Police Women we were also allowed to compete with men officers in shooting range (SABAWO) competitions. My excelling performance caused alot of hatred from male police officers resulting into my removal as head of the Women Police Office and transfering me to General Duties as a staff officer (Greater Kampala Region). - SUPERITENDANT OF POLICE, 1975-1976: In 1975, while still working at the Police Headquarters, i was promoted to the rank of Suprintendant of Police (a) Main duties: – Assisting the senior superintendent of police administration . – Staff officer police headquarters. – Supervisor of all police guards, guarding government institutions and parastatals. – Supervisor of the Uganda Police — transport section. – Supervisor of fire brigade. – In-charge of women police/prisons shooting team. – Training the police women and lecturing in training school classes. 8 Nancy with other officer Cadets at one the police functions at Kololo in 1975 Biography Rt. - SENIOR SUPERITENDANT OF POLICE, 1976-1981: In 1976 I headed the Uganda Team for the All Armed Forces International Shooting Competition in Ghana. The teams comprised of the best 10 shooters. My team comprised of the best from Army, Prisons and Police. We won the competition and emerged the the Overall Best Cup Winner. I brought back home a cup (Gold Medal) for which the then President Idd Amin recognised my contribution for which i was promoted to the rank of Senior Superitendant of Police (SSP).
9 (a) Main Duties: – In-charge of Police Administration Department at Police Headquarters. – Responsible for Senior Officers’ leave/posting etc.. – Responsible for transfers/discipline of other ranks, men and women. – Lecturing at the Police College/Training School. – Supervising the civilian staff i.e., the records office, establishment section and office superintendents. – Reporting to me were 800 officers, over 4000 men/ women and about 600 civilian staff. Extra Curricular Activities 10 MY RETIREMENT 1981 – When president Museveni went to the bush i was suspected together with 9 others to be collaborators and the then president Appolo Milton Obote retired us in public interest and this ended my career in the police force.
- SECURITY OFFICER – UGANDA CO-OPERATIVE CENTRAL UNION LTD), 1983- 1988: Having left the police force i was left with no option but to apply to work as a security officer at Uganda Cooperative Union Limited. (a) My duties were as follows: – Reporting directly to the General Manager. – Supervising the guarding of all premises, stores, godown offices day and night. – Responsible for the safety and security of all the LJCCU Limited property. – Responsible for all personnel in the security department tor their deployment /supervision and welfare. – Planning and executing all programs of the security department. – Making the budget and estimates for the security department. – Introduction and enforcement of all new and better protection methods for all UCCU Limited properties. – Currently, I am the Treasurer of the National Riffle Shooting Association and a Voluntary Advisor in Police duties. 1. Member of the Uganda Army/Police/Prisons Shooting First Team. In 1976,1 participated in a shooting competition in Ghana and came out as the overall winner of the best individual Cup man/woman and was a captain to the Uganda Women shooting team then.
- Member of Uganda Police Darts Club 1 Team and Represented Uganda Darts Association in the World Tournament in 1983, London, and also represented Uganda in the East and Central Darts Tournament in Zimbabwe (twice) and Zambia — 1984 — 1986 respectively. 2 Biography Rt. - 1 was very active member of the Nyonza Singers since 1967. From 1984,1 started participating in an International Music Festival, in Canada, every two years until 1994. 5.
