President Rallies Ngora District to Vote Based on Development Performance
President Yoweri Kaguta Museveni has called on residents of Ngora District to evaluate the National Resistance Movement (NRM) government based on its tangible achievements in infrastructure, peace, and economic transformation, urging them to support continuity for deeper development.
Speaking during his presidential campaign rally at BKC Demo Primary School playgrounds in Ngora District, the NRM presidential candidate said his government’s track record over the years has laid a strong foundation for sustainable growth.
He reminded the people of Ngora that the NRM’s manifesto is anchored on practical, issue-based strategies aimed at transforming Uganda into a modern, self-sustaining economy.
“The NRM has always focused on real issues — security, infrastructure, and wealth creation,” said Museveni. “You should judge us by what we have done and the progress we continue to make.”
The President urged voters to re-elect him and all NRM flag bearers to consolidate the progress already achieved and to implement new projects that will strengthen service delivery and boost household incomes.
Expanding Infrastructure and Water Supply
Museveni outlined the NRM government’s key infrastructural achievements in Ngora District, noting significant expansion of electricity coverage across all sub-counties and visible improvement in road networks.
He announced plans to establish a large-scale gravity water supply system from Lake Kyoga that will serve the districts of Ngora, Serere, and Bukedea. The project, he said, aims to ensure that at least 90 percent of households in the region have access to clean and safe water.
“Clean water is essential for both health and productivity,” he said. “Through this project, we shall make sure that no family in Ngora has to walk long distances to fetch water.”
Currently, 131 out of 146 villages in Ngora already have access to safe water — a figure Museveni said his government is determined to raise further through continued investment in rural water systems.
Strengthening Health Services in Ngora
The NRM flag bearer also highlighted the government’s commitment to improving healthcare delivery in Ngora District.
He announced plans to upgrade Opot Health Centre II and Atoot Health Centre II to Health Centre III status to provide broader services such as maternity care, laboratory testing, and outpatient treatment.
Additionally, Museveni confirmed that the government will construct new HCIIIs in Agirigiroi, Morukakise, and Ngora Sub-Counties to expand access to basic medical services.
As part of the district’s health infrastructure plan, the government will also construct a staff house, an immunization shade, and a perimeter fence at Mukura HCIII to improve working conditions for health workers and strengthen service delivery.
“These upgrades will reduce the burden on patients who currently travel long distances for basic treatment,” Museveni said. “Our goal is to bring quality healthcare closer to the people.”
Commitment to Universal Education
Turning to education, Museveni reaffirmed the NRM government’s dedication to free universal primary and secondary education, saying it remains one of the cornerstones of Uganda’s human capital development agenda.
He pledged to ensure that every parish and sub-county in Ngora District has an adequate number of government schools to meet the growing demand for education.
“Education is the foundation for national transformation,” Museveni said. “We are ensuring that every Ugandan child, regardless of their background, has access to free, quality learning opportunities.”
The President also highlighted the success of existing educational initiatives such as the Presidential Skilling Hubs, which have equipped thousands of young people with hands-on vocational skills for employment and entrepreneurship.
Wealth Creation and the Four-Acre Model
Museveni encouraged residents of Ngora to prioritize wealth creation as a pathway to self-sufficiency, describing it as a personal initiative that can be enhanced through government support programs.
He advised households to adopt the “four-acre model” of farming — dedicating portions of land to high-value crops and livestock enterprises such as coffee, fruits, pasture growing, poultry, piggery, and fish farming.
He also reaffirmed the government’s cattle restocking program for Teso and other sub-regions, calling it a key pillar for rural transformation and recovery from past cattle raids.
“Government can provide the tools and programs,” Museveni said. “But true wealth creation begins at home. Every family must take part in production.”
Caution Against “Deceitful Opposition”
In his address, Museveni cautioned residents against what he termed “deceitful opposition politicians,” accusing them of exploiting people’s frustrations without offering practical solutions.
He urged voters to approach politics through a lens of socioeconomic transformation rather than short-term political excitement.
“The opposition thrives on words, not work,” Museveni said. “We have built roads, extended power, restored peace, and opened the doors for wealth creation. That is the record you should trust.”
NRM Leaders Praise Ngora’s Progress
During the rally, several NRM leaders echoed the President’s message and commended the people of Ngora for their continued support.
NRM National Vice Chairperson for Female Affairs, Anita Among, praised the district for being a stronghold of the ruling party and highlighted ongoing achievements in road infrastructure, electricity expansion, and water distribution.
NRM Vice Chairperson for Eastern Region, Calvin Echodu, called for unity among local leaders to ensure the successful implementation of new government programs.
Ngora District NRM Chairperson, John Michael Okello, presented a district progress report showing improvements in public service delivery, particularly in health, education, and local governance.
“Our people are now accessing better services than before,” Okello said. “We thank the government for the continued investment in Ngora’s development.”
Museveni’s Call for Continued Transformation
Museveni concluded his address by reminding residents that the NRM’s leadership has been instrumental in maintaining peace and steering Uganda toward steady progress.
He said the upcoming elections are an opportunity for Ugandans to reaffirm their commitment to continuity, stability, and economic transformation.
“Uganda’s journey to prosperity is far from over,” Museveni said. “We have laid the foundation. Now is the time to build on it, not to destroy it.”
The rally ended with chants of support from enthusiastic NRM supporters, many of whom expressed optimism that Ngora District would remain firmly behind the ruling party in the 2026 general elections.
