NTUNGAMO- Councilors in the Ntungamo district council have resolved to share the money delivered to the district by the members of parliament between themselves also allotting a share to the lower local government leaders at LC 1.
The supplementary budget presented to council by the district vice chairperson who is also secretary for finance Ampaire Sakina Imamu with the work plan for use of the money allotted Ugx 20 million shillings to 50 councilors for risk communication and community engagement.
Ugx. 30.45 M to 1015 LC 1 chairpersons, Ugx 2.5 M to 127 parish chiefs and town agents, Motivation allowance to border response personnel of Ugx 7.5 M, Ugx 10.5 M for purchase of protective equipment for medical workers, Ugx 20 M for supporting vulnerable poor with Maize flour while the remaining shall go to fuel and supporting the quarantine centre.
Councilors had tagged passing of the district budget to availability of their share on the funds and their immediate availability with each councilor expected to go home with Ugx 400,000 after the Thursday council.
However the RDC Mr. George Bakunda who is the COVID-19 response chairperson said the finance and accounting regulations could not allow the immediate spending which forced councilors to abandon council before passing budget at the last minute.
However the district speaker Elijah Atuhaire and 17 councilors and the district chairperson out of the 50 who remained in the council passed a motion to pass the district budget for operation raising questions of quorum.
The Ugx 47 billion budget passed shall be funded centrally by 98% with employees salaries and other conditional expenditure taking over 80% of the budget.
