The President of Republic of Uganda Yoweri Kaguta Museveni has written to the Executive Director of Uganda National Roads (UNRA) directing her to sign agreement with China Railway 18th Bureau Group Company Ltd to construct Kanungu – Nyakishenyi – Kisizi – Kebisoni Road.
According to a letter dated Sept 7th 2021 which was signed by President Yoweri Kaguta Museveni addressed to UNRA Executive Director Allen Kagina, he also directed UNRA to sign a similar agreement with the same Chinese Company for the construction of Bwizibwera – Nyakaamba – Kabwohe – Nsiika – Nyakashaka – Nyakabirizi Road.
Mr Museveni noted in his letter that the two roads were priority and were part of National Development Planning II but we’re rolled over to National Development Planning III due to limited finances but since the Chinese company had approached the President proposing to construct the said roads under pre-financing arrangement they should be allowed to take it up.
The President therefore directed UNRA Executive Director Ms Allen Kagina to negotiate and enter into agreement with the Chinese company to work on the two roads with immediate effect.
“The proposed interest free pre-financing model cover the cost preliminary engineering, final detailed design, mobilisation for civil works for 2 years and Government will provide budgetary allocations from the third year execution.
The President want UNRA to start budgeting for the roads in the 3rd year of executions using the annual resource envelope
for the subsquent two years.
President Museveni who copied the letter to the Vice President, the Prime Minister and Minister of Finance and that works asked UNRA to ensure that quality work is executed and the government gets value for money.
