Museveni’s Economic Diplomacy Strategy Gains Momentum
Uganda’s deepening engagement with the State of Qatar has taken a major leap forward, driven by President Yoweri Kaguta Museveni’s vision of transforming foreign relations into engines of investment and economic growth, and the steadfast diplomacy of Vincent Waiswa Bagiire, the Permanent Secretary in the Ministry of Foreign Affairs.
At the Second Uganda–Qatar Business Forum held at Rotana City Center in Doha, Bagiire reaffirmed Uganda’s unwavering commitment to President Museveni’s foreign policy of economic and commercial diplomacy, describing it as a key pillar in the country’s pursuit of self-sustaining development.
“Uganda’s doors are open to investors who share our vision for sustainable growth,” Bagiire declared in his keynote address.
He emphasized that Uganda, under President Museveni’s leadership, has created a stable and investor-friendly environment anchored on peace, a youthful workforce, and expanding regional market access through the East African Community (EAC) and COMESA blocs.
“Our country offers vast opportunities in agro-industrialization, manufacturing, tourism, and infrastructure supported by a youthful workforce, political stability, and regional market access,” he said.

Bagiire Champions Museveni’s Economic Diplomacy Agenda
In a powerful reflection of Uganda’s diplomatic shift, Bagiire outlined how President Museveni’s strategy has transformed traditional diplomacy into a practical tool for wealth creation and private-sector expansion.
He commended the Ugandan Embassy in Qatar for implementing the President’s directive to prioritize trade, investment, and tourism promotion.
“I commend the embassy’s efforts in strengthening Uganda’s global investment presence and urge participants to convert dialogue into real partnerships that create jobs and prosperity for both nations,” Bagiire told delegates.
Bagiire reiterated that President Museveni’s government views foreign missions not as ceremonial representations but as economic outposts tasked with attracting investors, boosting exports, and marketing Uganda’s comparative advantages.
Forum Strengthens Uganda–Qatar Economic Ties
The high-profile forum, themed “Uganda and Qatar in Partnership for Shared Economic Development,” brought together senior government officials, investors, and business leaders from both nations.
It provided a platform for Uganda to showcase its emerging industries, investment incentives, and tourism potential, while also encouraging Qatari firms to explore opportunities in sectors aligned with President Museveni’s Vision 2040—particularly in manufacturing, energy, infrastructure, and agro-industrialization.
According to Dr. Stephen Chebrot, Uganda’s Ambassador to Qatar, the Forum represents the practical realization of Museveni’s economic diplomacy agenda.
“This Forum reflects Uganda’s growing engagement with Qatar under the framework of commercial diplomacy, focused on expanding trade, investment, and tourism linkages,” Ambassador Chebrot said.
He noted that Uganda’s diplomatic approach now centers on connecting global investors to local opportunities—an idea long championed by President Museveni to foster industrialization and job creation.
Ugandan Agencies Market Investment and Tourism Opportunities
The event featured presentations from the Uganda Investment Authority (UIA), Uganda Free Zones and Export Promotions Authority (UZEPA), and the Uganda Tourism Board (UTB).
These agencies highlighted Uganda’s strategic incentives for foreign investors, including tax holidays, free-zone benefits, and access to a 300-million-person regional market.
The UTB promoted Uganda’s unique natural beauty under the brand “Explore Uganda – The Pearl of Africa,” encouraging Qatari investors to participate in the tourism and hospitality sectors that have flourished under Museveni’s stability-driven governance.
Officials also showcased progress in infrastructure, renewable energy, and value addition—all key components of the President’s industrialization agenda.
Private Sector Leaders Applaud Uganda’s Progress
Delivering remarks on behalf of the private sector, Mohammed Massami, Chairman of KON Group, commended both President Museveni and Bagiire for their leadership in advancing Uganda’s trade and investment relations with Qatar.
“In the past decade, Uganda’s exports to Qatar have grown from USD 20 million to USD 34 million, while Qatar’s exports to Uganda have increased from USD 17 million to USD 26 million,” Massami noted.
He attributed this steady growth to Uganda’s political stability, proactive diplomacy, and the government’s consistent engagement with investors through platforms such as the business forum.
“This growth reflects how our partnership has evolved from ideas to reality, now supported by increased weekly flights between Uganda and Qatar,” he added.
Massami revealed that he first visited Uganda in 2022 to explore USD 10 million worth of investment opportunities in agro-processing and mineral development—two sectors prioritized by Museveni’s industrial transformation plan.
“The forthcoming establishment of the Embassy of the State of Qatar in Uganda marks a new chapter of cooperation,” he said.
“The investment partnership between Uganda and Qatar is not just a destination but a true commitment to deepening economic and diplomatic relations,” Massami emphasized.
Museveni’s Vision: Diplomacy as a Driver of Prosperity
The growing partnership between Uganda and Qatar embodies President Museveni’s vision of using foreign policy as a lever for national transformation.
Under his leadership, Uganda has shifted focus from aid-based engagement to strategic partnerships grounded in trade, investment, and production.

Together, they have positioned Uganda as a confident and capable player on the global investment stage—one that welcomes partnerships built on mutual benefit and long-term development goals.

As both countries prepare for deeper cooperation—bolstered by the forthcoming Qatari Embassy in Kampala—the foundation laid by Museveni’s strategic vision and Bagiire’s diplomatic execution promises to deliver sustained benefits in trade, technology, and industrial growth.
