Kakooza’s Appointment as Trade PS is not a Permanent Fix – Nakyobe

The recent appointment of Alex Kakooza as the Permanent Secretary for the Ministry of Trade, Industry, and Cooperatives has raised questions about the future of Geraldine Ssali, who was suspended from the same position in October 2023.
According to Lucy Nakyobe, the Secretary to Cabinet and Head of Public Service, Kakooza’s appointment is a temporary measure to ensure the ministry’s continuity.
“We had an emergency, and we couldn’t let the ministry come to a standstill,” Nakyobe explained. “Kakooza is currently the caretaker PS, but we don’t know how long he will occupy the position.”
Nakyobe emphasized that Ssali’s suspension is pending the outcome of her court case. “If she is cleared of the charges, she will be reinstated. But if not, the law will take its course,” she added.
Kakooza, who previously served as PS at the Ministry of Education and Sports, was transferred to the President’s Office in July 2021.
His appointment as caretaker PS at the Trade Ministry has sparked speculation about his chances of becoming the permanent PS.
However, Nakyobe’s statement suggests that Kakooza’s appointment is temporary, and Ssali’s future in the position remains uncertain. “We aren’t aware of when the court will conclude Ssali’s case,” Nakyobe said.
As the ministry waits for the outcome of Ssali’s trial, Kakooza will continue to serve as caretaker PS. But one thing is certain – the ministry’s continuity is paramount, and the government will ensure that it functions uninterrupted.
