Uganda’s Judiciary is placing renewed emphasis on digital transformation, with Permanent Secretary and Secretary to the Judiciary, Dr. Pius Bigirimana, calling on ICT personnel to become trailblazers in revolutionizing justice delivery through technology.
Speaking on July 24, 2025, at a departmental meeting convened by the Judiciary’s ICT Department at the Supreme Court Conference Hall, Dr. Bigirimana emphasized that digital innovation is central to effective governance and modern judicial systems.
“We are entering a time where, if you aren’t familiar with technology, you simply won’t succeed,” he cautioned.
He stressed that technology is now fundamental to every aspect of daily life, influencing how people work, communicate, and access justice.
Dr. Bigirimana urged Judiciary ICT staff to recognize their critical function, not just as system support technicians but as enablers of digital justice across the nation.
“Technology evolves every day. If you don’t adapt to it, you risk being left behind,” he warned, encouraging the department to keep pace with global advancements and remain proactive in driving change.
He also emphasized the importance of thoughtful and deliberate planning aligned with Uganda’s broader development frameworks.
“Planning is not something that should be left to chance – it must be deliberate and well-thought-out. You can’t measure success if you haven’t planned for it,” he added.
During the meeting, Acting Head of ICT David Sunday Kikabi presented a report outlining the department’s progress and impact.
He noted that the Judiciary currently has 141 ICT officers deployed throughout the country, supporting innovations that include the Judgment Writing Tool and the Performance Enhancement Tool (PET), both credited with improving case management and judicial productivity.
He added that the department is actively working on a comprehensive Judiciary ICT Policy and is supporting efforts to digitize operations in Small Claims Courts to make justice more accessible.
Kikabi paid tribute to Dr. Bigirimana, referring to him as a “parent figure” whose leadership has been instrumental in the department’s growth and success.
In appreciation of their support, the department presented tokens of recognition to both Dr. Bigirimana and Commissioner for Human Resource Management, Apophia N. Tumwine.
The event, moderated by Senior Systems Administrator Flavia Chandiru, featured key technical presentations, including the Judiciary’s Performance Management Framework and a draft of the new Judiciary ICT Strategy covering the 2025/2026 to 2029/2030 financial years.
Discussions centered on identifying and prioritizing initiatives that would strengthen the Judiciary’s technological infrastructure and enhance service delivery.
The meeting reaffirmed the Judiciary’s resolve to harness digital tools and innovation to promote justice that is timely, transparent, and efficient for all Ugandans.
